Q1: I want to apply for an Extra- mural Research Funding scheme for the first time. What is the maximum amount of the grant the Board will fund?
A2: A1: There is no upper limit ( or even lower limit) for a project grant. The budget is decided based on the requirement for its successful implementation. The Investigator should propose a budget which is realistic taking into account the infrastructure and resources available at the implementing institutions.
Q2: Does the Board has any priority areas for funding under EMR scheme?
A2: No. The Board funds all the areas of Science and Engineering without discriminating between disciplines. The proposal will be funded if it has novelty and the investigator has the competence to execute the project.
Q3: I am currently executing an EMR project in the area of Chemical Sciences. I want to apply for an another EMR project in Physical Sciences. Will I be funded another project?
A3: No. The Board funds only one project to an Investigator at a time, except in cases where calls for proposals are invited for specific areas/schemes/programs.
Q4: Are Co-Investigators allowed in EMR project? If they are from different institutions, can the budget be provided separately to both the Principal Investigator and Co-Investigator(s)?
A4: Yes. Co-Investigator(s) are allowed in EMR project, provided the work proposed require complementary expertise for its implementation. Separate budget can also be provided to the Co-Investigator (s) even if they belong to different institutions.
Q5: Does SERB discriminate Project Investigators working in Private Universities/Institutions in funding ?
A5: No. SERB does not discriminate Project Investigators working in Private Universities/Institutions. Funding decisions are made based on merit of the proposal , competence of the Investigator(s), and the infrastructure available in the implementing institution, and not on the category of institutions the Investigator is working.

Q1: What is the quantum of funding support for each TIH?A1: The estimated budget for each TIH would be about Rs. 115 crore for a period of five years. The budget support may vary for each TIH depending on the domain area, proposed mandate, targets/deliverables, etc.The total funding support would be finalised and approved by the Mission Governing Board (MGB).
Q2: Who is eligible to apply?A2: Academic Institutions within NIRF overall rank 50(latest) are only eligible to apply. Research Institutions that are operating in R&D, technology development, commercialization, etc in engineering and technology areas for atleast 10 years and have expertise in CPS foundational technologiesare eligible.
Q3: Can a Host Institute (HI) apply for two TIH?A3: No. HI can apply for only one TIH under the present call (2019 call, for six TIH).
Q4: Can an individual from one of the top 50 NIRF ranking institution apply for TIH?A4: No. Individuals are not eligibile to apply for TIH under NM-ICPS. Only Institutions represented by the Head of the Institute can apply for TIH.
Q5: Are private academic institutions eligible to apply?A5: All academic institutions, both public and private, within NIRF overall rank 50 are eligible to apply.
Q6: What is the eligbility criteria for a research institution to apply for TIH?A6: Research Institutions (i) must be operating in R&D, technology development, Commercialization, etc. in Engineering and Technology areas for atleast 10 years and (ii) must have expertise in CPS foundational technologies.
Q7: What is the operational framework of the TIH?A7: The Hubs will work in a distribution model. TIH will be the nodal centre for the proposed technology domain area. TIH would have defined mandates approved by the Mission Governing Board (MGB). The TIH/Host Institute would be the entity which would receive funding from SERB/DST as approved by MGB. The TIH would have financial and administrative powers and shall connect with all stakeholders, working in the same domain area of CPS, across the country as well as globally. The funding received from SERB/DST can be further disbursed downstream to other academic/research institutions/agencies for research/development related activities to achieve proposedgoals. These entities will act as spokes connecting to the hub. Other than academic/research institutions, the TIH should also connect to start-ups, industries and public sector undertakings. They can provide incubation centres for start-ups with necessary guidance, tech support, infrastructure, access to investors, networking and facilitating a host of other resources.
The driving force of hub and spoke model and choice of collaborators shall be value addition and service provision.
Q8: In what way can TIH fund projects to other institutions?A8: TIH can support projects based on requirement, open call and with due scientific diligence and approved processes.
Q9: Is it essential to have an industry partner during proposal stage?A9: Involvement of an industrial partner at the outset may be desirable to confirm reach of proposed TIH in supplying foundational CPS technologies at large. While the initial phase would be driven by SERB/DST support, TIHs must attract private capital subsequently for growth and sustainability.
Q1: Who is eligible for STAR Award?
A1: Principal Investigator (PI) with a completed SERB project (in the last three financial years) with “Excellent” grading, is eligible for the award. PI must be in regular service, within 40-50 years of age as on December 31 of the year of call. PI should not have any ongoing fellowship/honorarium such as JC Bose Fellowship, Shanti Swarup Bhatnagar Prize, Swarnajayanti Fellowship, etc.
Q2: How often the awards will be granted?
A2: Call for nominations would be made and awards would be granted once in a year.
Q3: Is there any age limit for PI to be eligible for the award?
A3: PI should be within 40 to 50 years as on December 31 of the year in which call is made.
Q4: I am already implementing another project under CRG. Am I eligible for STAR?
A4: Yes. STAR is an award of recognition and can be concurrently held with other SERB projects.
Q5: How is the “Excellent” grading of project determined?
A5: The Project Completion Report (PCR) of completed project are evaluated by concerned Programme Advisory Committee (PAC), and the performance are graded based on quality of research work done in the project, its impact, publications, patents, manpower generated, etc.
Q6: I have not sent PCR, but my output in my project is excellent. Can I be considered for the award?
A6: No. It is essential to send the PCR of the completed project for evaluation by the concerned PAC.
Q7: I have forgotten to acknowledge SERB in many of my publications, but I have large number of publications from the project. Will I be considered for the award?
A7: Only publications in which SERB grant is acknowledged will be taken into account as project output.
Q8: Will all the PIs whose projects are rated excellent receive award under STAR Scheme?
A8: No. The PIs of excellent rated projects should also fulfill other eligibility criteria. The selection committee would choose the awardees based on performance of the completed project and other research work. Up to 30 STAR awards would be granted per year.
Q9: My project has been rated excellent, and I fulfill all other eligibility criteria. How should I apply for the STAR Award?
A9: The PI cannot apply directly for the award. Entry would be by nomination by the Head of the Institution.
Q10: I have completed an EMR project 5 years ago, and it was rated “excellent”. Will I be considered for the award?
A10: No. Only projects which have been completed in previous three financial years will be considered.
Q11: I completed EMR project in the year 2016-17 and my project was rated Excellent. I was considered for Distinguished Investigator Award but was unsuccessful. Can I be considered for STAR?
A11: Yes, subject to fulfilling other eligibility criteria, the nomination would be considered.
Q1: What is the difference between an EMR project and an Industry relevant R & D Project (IRRD)?
A1: EMR project is expected to address important and challenging issues resulting in advancement of scientific knowledge whereas IRRD project should undertake research in addressing specific problems identified by the industry. The outcome of such research will be beneficial to the industry. IRRD projects should have an industrial partner, and the industry should contribute at least 50 % of the approved project cost.
Q2: Can I apply for a project under Scheme for Industry relevant R&D (IRRD) when I am already implementing another project (such as EMR) in SERB?
A2: Yes. You can apply and implement an IRRD project, in addition any other project being implemented by you in SERB.
Q3: I want to apply for IRRD scheme for the first time. What is the maximum amount of the grant the Board will fund?
A3: An upper limit of Rs. 1Cr is fixed for a project grant with at least 50 % share from the industry. This ceiling can be relaxed based on the merit of the project and the need for higher investment.
Q4: Has the Board identified industrially relevant areas for support under this IRRD scheme?
A4: No. Both the partners (academic and Industry) should talk to each other and identify the research areas. SERB will have no roll in this aspect.
Q5: I am currently executing an IRRD project in the area of Chemical Sciences. I want to apply for another IRRD project in Engineering Sciences. Will I be funded another project?
A5: Yes. You can apply any number of projects under IRRD scheme provided Industry is willing to support such research.
Q6: Are Co-Investigators allowed in IRRD project? If they are from different institutions, can the budget be provided separately to both the Principal Investigator and Co-Investigator(s)?

Q7: Can more than one Industry be involved in a project? If yes, how the industry contribution be shared between them?
A7: More than one industrial partner can join with academic partner (one or more) in executing a IRRD project. All the industrial partners jointly should contribute at least 50% of the total approved project.
Q8: Is there any specific time-line for applying proposals under this scheme?
A8: SERB is planning to fix time-lines to call for proposals for each scheme. Please look at notifications in websites ( www.serbonline.inand www.serb.gov.in) for information.
Q1: Can I apply for EMEQ Opportunities after my superannuation in academic institutions/national labs or any other recognized R&D institutions in the field of Science and Engineering?
A1: No. The applicant should have at least four years of service remaining before superannuation as on the date of submission of the proposal.
Q2: I am working abroad as post-doc, and I want to return to India. I intend to apply for EMEQ. But I have not yet finalized my place of work. Am I eligible to apply under the scheme?
A2: No. The applicant should be an active researcher belonging to the Scheduled Caste and Scheduled Tribe category working on regular basis in academic institutions/national labs or any other recognized R&D institutions in the field of Science and Engineering.
Q3: Can I apply for a project under EMEQ scheme when I am already implementing another project (such as EMR) of SERB?
A3: Yes
Q4: Can I apply for a project under EMEQ scheme when I am already implementing another project within the same scheme in SERB?
A4: No. Researchers/Scientists who are running an ongoing project under this program as on the date of submission of the proposal, are not eligible to apply.
Q5: Is there any specific time-line for applying proposals under this scheme?
A5: The project proposals for consideration under EMEQ scheme can be submitted only when the call for proposal is made. The call will be made in the website www.serbonline.in and www.serb.gov.in
Q6: What is the maximum amount of the grant the Board will fund?
A6: The funding is provided up to a maximum of Rs. 50.0 lakh (excluding overhead charges) for a period not exceeding four years. The budget should be proposed based on the requirement for the successful implementation of the project. The final decision regarding the budget will be made by the Expert Committee.
Q7: Can I have a Co-PI in EMEQ project?
A7: No
Q8: I belong to OBC category. Can I apply under EMEQ Scheme?
A8: No. This scheme is specially meant to support scientists belonging to the Scheduled Caste and Scheduled Tribe only.
Q9: If I am from the SC/ST category, am I eligible to apply only in EMEQ and not in EMR scheme?
A9: You are eligible to apply in both the schemes provided the proposals are distinctly different.
Q10: Does the Board have any priority areas for funding under EMEQ scheme?
A10: No. The Board funds all the areas of Science and Engineering without discriminating any discipline. Research proposals outside the normal activities of such institutions (i.e. National R&D Programs, Programs in newly emerging and front-line areas of research etc.) will be preferred. Further, proposals involving purely survey-oriented work and routine studies will not be normally considered. The proposal will be funded if it has novelty and the investigator has the competence to execute the project.
Q11: Does the Board allow to travel abroad under EMEQ scheme?
A11: International travel is not supported under the EMEQ project.
Q12: Do I need to provide any special document/certificates for project involving Recombinant DNA work or experiments with human/animal material or Earth science under this grant?
A12: The following documents should also be included along with the proposal Projects which involve Recombinant DNA work should be examined and certified by Institutional Biosafety Committee. Projects, which are clinically oriented or projects, which involve experiments with human and/or animal material, should be examined and certified by Institutional Ethics Committee. Proposals in the area of Earth Sciences should contain the geological map of the region to be studied.
Q13: Does SERB discriminate Project Investigators working in Private Universities/Institutions in funding?

Q1: I was awarded Travel Support to attend an International Conference held in Washington during Oct. 2012. But, I could not attend the conference due to delay in getting Visa. Can I use the above support to attend another conference to be held in Jan 2013?
A1: No. The support given to one event can not be used to attend another. The researcher need to apply afresh to seek funding for another event.
Q2: I have been given travel support to attend an International Conference in Guanzhou, China during Nov. 2012. Air India does operate directly to the destination. Can I go by Private Airlines which have direct connection from Delhi?
A2: No. If Air India does not have direct flight, you should go to the nearest hub (in this case Hong Kong) by Air India, and beyond that you can avail the service of Private Airlines.
Q3: I have been recommended support to attend an International Conference to be held in Paris during Dec. 2012. I find the cost of travel by Air India is much higher than Private Airlines. Can I travel by Private Airlines as the cost is cheaper?
A3: No. You should travel by Air India even if the cost is more and the Board will reimburse the Air fare.
Q4: I have been awarded travel support to attend an International Conference to be held in Frankfurt, Germany during Dec. 2012. I find tickets are not available in Air India. Can I travel by Private Airlines?
A4: If tickets are not available on Air India, or for any other reasons, if you decide to travel by Private Airlines, You should get prior permission from Ministry of Civil Aviation. Without the Permission letter, SERB will not be able to reimburse the travel expenses.
Q5: Whom should one approach in Ministry of Civil Aviation seeking permission to travel by Private Airlines?
A5: A5:You should approach the Director, SERB. Depending upon the merit of the case it will be forwarded to JS&FA, DST for further consideration and approval.
Q6: I have availed travel support earlier under this scheme and three year period has not been completed ( one month is left) yet. I want to apply for another conference now. Am I eligible?
A6: No. You should have completed three years. The duration of three years will be counted from the date of start of last conference to the date of start of the one you intend to apply now.
Q7: What are the criteria for awarding travel support?
A7: The Board receives large number of applications. The selection is made based on many parameters. Most important of them being the track record of the applicant as evidenced from the list of publications in SCI journals during the last 5 years and also importance of the conference. The Committee will try to accommodate candidates from different institutions and different category( students, women and senior researchers) of researchers wherever possible.
Q8: I have been invited by a Professor at MIT, USA to undergo training in his laboratory for 2 months to learn modern techniques. Such facilities are not available in our country, and this training will help immensely in furthering my research skills. Can I avail support to undergo this training?
A8: No. The Scheme supports travel which are of international character. Any invitation of individual nature, even if they are important, will not be considered for support.
Q9: I have been awarded travel support to attend an international conference in London during Dec. 2012. I have a plan to spend 2 months in the laboratory of a Professor at Cambridge University immediately after the conference is over. Can I use the travel support to further my research at Cambridge University?
A9: You can use the travel support to hone your research skill at Cambridge University. But you should indicate the plan while seeking the support, and should return and settle the travel bill within 90 days.
Q1: What is the nature of support?
A1: Financial support is provided only for the publication of journal. This support is not available for any other activities of the professional body.

A3: Candidates need to refer to Annexure I in the Call for Proposal document which is available on the home page of the portal www.primeministerfellowshipscheme.in. All the required documents and details needed to be given should be collected before filling the online application.
Q4: I had filled the application online but before I could click on the ‘Submit’ button, my net connection snapped and my application was lost. Will I need to fill it again?
A4: Yes, if all data is lost you will need to fill the form again. However, this is unlikely if you save your progress from time to time while filling up the form. A ‘Save’ option is provided in the online form. You can use this option to save all data you may have entered and can continue to fill the form later from the same step where you last left.
Q5: What is the timeline till which the application can be submitted? Will an additional hard copy, stamped / signed of the application required to be sent to CII?
A5: The scheme is open-ended and the scholars can apply anytime during the year subject to the condition that the doctoral fellow should have registered for full-time PhD in last 14 months from the date of submission of application in any recognized Indian university / institute / research laboratory. In case of any dispute regarding submission date, the decision of the Apex Council will be considered as final.
No hard copies of any kind need to be sent to CII; only soft copies are required to be uploaded as indicated in the form.
Q6: What are the requisite details an applicant needs to fill in?

Q7: Can I apply if I do not have an industry partner? Will CII help in finding one?
A7: Applications without industry partners will not be accepted by the online system. Candidates have to find industry partners on their own. CII facilitates match-making between research scholars and industry through the portal www.primeministerfellowshipscheme.in. All those who want to search for industry partners are requested to register themselves on this portal. Registration on this portal, however, will not guarantee that the candidate will find an industry partner. The relevance of their project for industry and the extent to which the candidate is able to convey their capability to the industry will determine whether they will find industry partners or not. The interested companies can evaluate the profile and contact the applicants if they find the proposal relevant.
Q8: How can I find relevant industry partners?
A8: Candidates should talk to their research guides at the institute and find out about the relevant companies in that field. They can do their own research in and around them to find out the right companies and approach them. Candidates should also keep themselves abreast with the latest technologies, trends and companies working in their field. They should try to interact with industry people in their field as frequently as possible to trigger idea thrashing about a particular project.
Q9:If an applicant submits the form, can it be submitted again?
A9: Refer to point number 4 regarding saving progress. Candidates can review and re-review their forms any number of times before uploading them finally. Once uploaded, however, the form cannot be submitted again.
Q10: If I apply this year and am not able to get the scholarship this time, will I be allowed to apply next year?
A10: Yes, you can apply as a fresh candidate with updated information, provided you satisfy all the eligibility conditions.
Q11: Will applicants get automated response to submission? Will somebody call from CII to confirm the receipt of application?
A11: Applicants will get an automatic response at the submission of applications. They will not receive any calls from CII. A4: No. A call will be made at our website www.serb.gov.in for submission of proposals.
Q5: What is the maximum amount of the grant the Board will fund?
A5: There is no upper limit (or even lower limit) for a project grant. The budget is decided based on the requirement for its successful implementation. The Investigator should propose a budget which is realistic taking into account the infrastructure and resources available at the implementing institutions.
Q6: Can I apply for a project under Cell Tower Radiation programme when I am already implementing another project (such as EMR) of SERB?
A6: This is a mission mode activity you can submit the proposal along with your ongoing EMR project, if any.
Q7: Does the Board allow to travel abroad under this scheme?
A7: International travel is not supported under this Programme.

A8: No. SERB does not discriminate Project Investigators working in Private Universities/Institutions. Funding decisions are made based on merit of the proposal, competence of the Investigator(s), and the infrastructure available in the implementing institution, and not on the category of institutions the Investigator is working.

Q2: I have submitted my PhD thesis, but I have not got the degree yet. Am I eligible to apply for Young Scientist project?
A2: No. You should have at least provisional degree when you apply.
Q1: I was awarded Travel Support to attend an International Conference held in Washington during Oct. 2012. But, I could not attend the conference due to delay in getting Visa. Can I use the above support to attend another conference to be held in Jan 2013?
A1: No. The support given to one event can not be used to attend another. The researcher need to apply afresh to seek funding for another event.
Q2: I have been given travel support to attend an International Conference in Guanzhou, China during Nov. 2012. Air India does operate directly to the destination. Can I go by Private Airlines which have direct connection from Delhi?
A2: No. If Air India does not have direct flight, you should go to the nearest hub (in this case Hong Kong) by Air India, and beyond that you can avail the service of Private Airlines.
Q3: I have been recommended support to attend an International Conference to be held in Paris during Dec. 2012. I find the cost of travel by Air India is much higher than Private Airlines. Can I travel by Private Airlines as the cost is cheaper?
A3: No. You should travel by Air India even if the cost is more and the Board will reimburse the Air fare.
