SERB has developed a scheme SERB-SUPRA (Scientific and Useful Profound Research Advancement) that seeks to explore new scientific breakthroughs, with long-term impact on our fundamental scientific understanding, and offer disruptive technologies at the cutting edge. SERB-SUPRA is a scheme beyond normal core research grants and purposefully designed for high quality proposals consisting of new hypothesis or challenge existing ones and provide "out-of-box" solutions. Transformative and disruptive research concepts based on innovative and unproven hypothesis, possessing a high degree of uncertainty, yet having conviction to produce a lasting impact across discipline boundaries qualify for support under SERB-SUPRA.
Most important measures of this scheme are:

  1. Quantum of advances (incremental and short terms gains are strongly discouraged).
  2. Extent of disruption in fundamental understanding or impact on outstanding research grand challenges: new areas, new concepts, new products, new disruptive technologies.
  3. Ability of research outcomes in enhancing scientific knowledge of the cutting-edge at the international level and/or emergence of critical technologies.
  4. Global impact, outstanding publications, advancement of science.

"Accelerate Vigyan" (AV) strives to provide a big push to high-end scientific research and prepare scientific manpower which can venture into research careers and knowledge-based economy. Recognizing that all research has at its base as development of quality, well-trained researchers; AV will initiate and strengthen mechanisms of identifying research potential, mentoring, training and hands-on workshops, on a broad-based national scale. The aim is to expand the research base in the country, with three broad goals - consolidation / aggregation of all scientific training programs, initiating High end Orientation Workshops and creating opportunities for Research Internships.

This scheme is primarily to focus on young potential researchers with an aim to give an opportunity to them to spend quality time in the pre-identified premier institution, labs / organizations and empower them through best practices and environment, so that they acquire the requisite skills and vision for undertaking future research assignments requiring high standards. This will be achieved through two modes of learning, that is high end workshops & research internships. The aim is to reach out to those students from the universities / institutes / recognised colleges, who do not have access and exposure to such facilities and environment. Three key words: Encouragement, Aggregation and Consolidation. The SERB, through some of its existing programmes facilitates various forums for scientists and technologists by providing complete or partial grant-in-aid to scientific organizations and professional bodies to organize seminar / symposia, technical workshops, winter / summer schools etc, while the organizers of such events solicit funds from other funding bodies too. However, such efforts of all these ministries / departments and beneficiaries of such programs, often remains unnoticed for the want of a common database. Thus, another component of the AV aims towards branding and aggregation of all the scientific workshops and training programs conducted in the country under a common roof and logo of "Accelerate Vigyan".

With suitable intervention, liaison and facilitation, SERB will centrally coordinate with the other ministries/departments/organizations for achieving the three goals of AV. The AV will work on mission mode and an Inter-Ministerial Overseeing Committee (IMOC) among all the scientific ministries / departments as well as few others, constituted for the purpose will help and support SERB in implementing the scheme as a successful embodiment. The database of skilled manpower developed across different disciplines so generated and the final outcomes captured in the process will serve the cause of students, teachers, science administrators and other stakeholders, in respect of capacity building in the country to promote Science R&D.

In a nutshell, Accelerate Vigyan is expected to be a game changer for developing career paths and providing support to catalogue the skilled manpower development.

The National Education Policy 2020 has envisioned the establishment of ANRF with an overarching goal to enable a culture of research to permeate through universities and to undertake major initiatives to seed and grow research at state universities and other academic institutions where research capability is currently limited. As a first step towards fostering research across a broader range of institutions, a new program Partnerships for Accelerated Innovation and Research (PAIR) has been initiated. The motivation is to go beyond empowering researchers of institutions through individual-centric research grants, to a more holistic approach of uplifting the research culture and excellence of the entire institution in a systematic manner. PAIR Program has been designed to boost the research capability of those institutions where research is at a nascent stage but which have the potential to perform well, in a mentorship mode by pairing them with well-established top-tier research institutions in a hub and spoke framework. The proposed hub and spoke model is a powerful tool to efficiently accelerate the progress of institutions as it works on a pull-and-push approach. While the hub pulls together the available potential and skills of the spokes for the envisioned research activities, they concurrently push scientific advancement and excellence back into the spokes enabling them to rapidly progress. The program is thus expected to not only bridge the gap between institutions but also serve as a catalyst for transformative research. In its first phase, the program will focus on universities which have demonstrated potential through national ranking and those that have promise to scale their research. It is also desired that we may ensure regional diversity. To be considered for support under this program, the hubs in tandem with select spokes are expected to come up with competitive, impactful research proposals with potentially significant outcomes in the specified indicative themes. The program aims to establish vibrant PAIR networks, each consisting of a Hub and several spoke institutions, involving faculties of multiple departments conducting outstanding research across several disciplines, in a collaborative enabling environment.

    Program Objectives :

    1. Stimulate scientific innovation in institutions with limited research, in a mentorship mode by leveraging the knowledge and expertise of top-ranking institutions.
    2. Support internationally competitive research with substantial impact and outcome.
    3. Foster successful and productive collaborative networks between diverse institutions.
    4. Propel the advancement of institutions by (i) upscaling and building advanced research infrastructure and capabilities, (ii) enhancing the quality of research and (iii) facilitating infusion of best practices and research culture.
